Please clarify the following sentence:

"This report should be completed by the Head of School, Principal, or School Counsellor (IN CASE OF THE LATTER, a teacher may act in this role for purposes of this Recommendation Form)."

What does "In case of the latter mean" in this case?

whoever or whatever thats last in the list is the "latter"
