What does 'jail bait' mean?

i was walking through town with the guy i'm seeing, and some guys of about 20 yelled at us 'when i say jail, you say bait! jail! bait! jail! bait!'
what was all this then?
 
Means you are too young for him or he is too young for you...

And i mean too young as in too young in the eyes of the law...if your both having sex and one of you is under the legal age then the person who is old enough could face criminal charges .
 
It is a person under the age of 18, that is dating or having sex witch is illegal with someone 19 and older. They will go to jail for it.
 
Jailbait is the term for a underraged teenage girl that is looked by over the age guys.

in other words, just horndogs hollaring at ya :)
