what does it take to bring a tv show to life using CGI animation and how involved is the style?

a friend and i want to bring to life an idea for a tv show based on an original story he created, we want to animate it by going fully CGI. what do we need to do to go fully CGI, and how big a crew size do we need for the production? what types of CGI are there and can they be explained?
