What does it mean when on t-mobile.com on a phone it says it needs a data plan?

I have never payed for internet on my phone before but i want to the the HTC Touch Pro 2. It said you need to get a data service. Is that internet or something? Oh and also will you need to get internet such as wifi for this phone to work or just be working fine without internet? SOMEONE PLEASE HELP ME!!
 
Wifi doesn't need a Data Plan to work in your home, but the data plan may allow you to connect to wifi hotspots for free.

the HTC Touch Pro 2 is a smart phone, its like the iPhone, pretty pointless without a data plan, so they only offer it with data plans
