What does it mean to be idle on Facebook chat?

If someone is idle on Facebook chat, does that just mean that they aren't using Facebook chat for a while, that they haven't been doing anything on Facebook in a while, or that they haven't moved their mouse in a while?
Will you still be idle if you're on Facebook, looking at people's profiles and stuff, but not commenting on things or updating your status?
