what does heat radiated from the earth's surfaces do?

It makes life possible.
Just solar radiation and presence of oxygen gives no possibility to stay alive if a planet is cold already inside its hardened shell.
 
Most of it is just radiated back out into space, where it doesn't really "do" anything. A certain amount of the heat is trapped by the atmosphere and raises the temperature of the air and eventually the surface.
