What does "headline" mean?

Which do you mean more frequently by using the word, "the title of any news story" or "the major news story printed on the front page of a newspaper"?
Thanks, guys. All your replies bring up a question: what do we call the "title" of a news story?
I consulted several dictionaries; all of them define "headline" "the title written in large letters over a story in a newspaper" or similar. Some give phrases like "hit the headlines" to illustrate how the plural word is used to refer to major news stories.
So, are these dictionaries behind time or anything?
By "dictionaries" I mean: Merriam-Webster Advenced Learner's, Longman Dictionary of Contemporary English, Collins Cobuild, Encarta, Cambridge online, Macmillan online, AskOxford.com
