What does 'discuss the economic drivers of a paper' mean?

I'm reading a paper on the 'system of terror' created by Samuel Bentham. Virtually it is about ways of controlling people using prisons and making management more stringent. It is about self-discipline.

After reading though i've been asked to discuss the economic drivers of the paper. Does this mean to simply say why using controlling techniques would be good? Please help i'm totally lost! thanks.
