What does "cover letter and description of your relevant experience" mean on...

...job announcements? Isn't this redundant? I always assumed a cover letter served as a "description of your relevant experience" - if it in fact does not, do potential employers expect a cover letter and then a separate document, and if so, what should that separate document include that your cover letter does not already cover?
 
All they want is a cover letter that describes your relevant experience. That means they don't want a "generic" cover letter, that could describe all your skills in general, but one that specifically addresses how your experience is relevant to this specific job.
