What does ' anywhere but here' mean?

I just got confused whether the expression "anywhere but here" means:
a) any places, EXCEPT HERE, or
b) ONLY here, not othe places

(For example: A: Where do you want to have your lunch?
B: Anywhere but here
1) It can be anywhere, but not here (not this restaurant)
2) I want to have my lunch here, not other restaurants)
