Well if he looks like he has most of his feathers he could have been trying to fly and landed on that path. Caring for any baby bird is really really hard. But I don't think you need to take it into your care. He is probably just resting there from learning how to fly. So maybe he could use some food to get him going. Blue Jays eat insects, seeds, berries (not poison berries), small bugs like beetles, caterpillars, and any other small bug, and they eat nuts their favorite is acorns. But I think he will be okay just keep an eye on him but if you touch him, WASH your HANDS. If he doesn't move by a few hours or till tomorrow take him to a wildlife center in your area.
