what do you think is the best fish to live with a betta?

Betta's are only mean to each other and some other fish but if you know a fish breed that will fit in a 15 gallon tank when full grown with a betta i would like to know my 2 baby goldfish have almost outgrown there 15 gallon tank soo.....

i also love schools of fish i would like the fish size to be from 1-4 inches
