the levels of traffic? My main concern is for the people that have families to support. They have been arrested for DWI/DUI when the traffic levels were close to none. I believe they and those that proceed them should be been cut a break at the discretion of the officer meaning, the traffic level may or may not be noted in order to reduce the severity of the punishment. For instance, an officer stops someone at two A.M. The person claims to have had three drinks in the past hour and a half and has blown a BAC level .002 above legal limit. The officer decides to arrest the individual because of a quota to fill. This is understandable and necessary but because the initial consumption period of alcohol puts that individual in a time period where the level of traffic, in most areas, is little to none, and is being arrested for DWI/DUI in an equal or similar time period, that officer may decide to note the fact in exchange for that individuals cooperation up to the arrest.
