Really if some one couldn't care for their older child and were scared that he/she wil abuse the child, why not put the child into foster care rather than abandon at a safe haven.
I can sympathize (not necessarily agree) with a young woman hiding a pregnancy from her family and just looking for a way out, quickly, choosing safe haven. But to drop off an older child?
