What do Poetry(rhymed verse) and free verse have in common?

Other than the basic elements of writing: metaphor, images, simile, etc.

What links free verse to poetry and separates it from other forms of writing?

As a note, rhymed verse does use line breaks, but only with a structural purpose; to show the end of a metric line. This is not like free verse, which uses line breaks to affect the writer's voice.
