What do people mean when they say "Baseball Is America's Pastime"?

Doesn't it mean that people would always watch it to pass the time? Becuase everyone in my neighborhood keeps saying it means it was what people did in the past, and that it was really big in the past, so it is a PAST time. Which is it?
