what do I use on my forum to take quotes from a news topic and place them in a ticker?

[News: Welcome to SMF For Free]<-- This is what it shows, and what I'd like it to show is something like this ---> [News: Topic Headline 1 here] then the News stays, and the rest scrolls for another headline---> [News: TOpic Headline 2 here] then it scrolls again, News stays and it continues until it loops back to the begining. IS that HTML, Java, CSS? I'm not sure...
