do I need a server? I dont have hosting ? and is it hard, please help!!

Depends on what you want to do with your PHP. I'm a new webmaster actually and I began using PHP only last year. lol.. anyway, the basic thing is, it's just like html, only better..
First of, try using Adobe Dreamweaver. It's the easiest site builder out there (for me at least).
second, what do you mean server? if i understood you right, there are lots of free webhosts out there.. just like freewebs.com for example. you can also apply in those fanhosting sites... Now, the hard part about phps is when you want to use scripts (like coppermine/cutenews/wordpress, etc.) it would take so much time googling and visiting forums for that. But if you have any questions, i think forums are the best way to go since there are really helpful people out there. Don't be shy to ask. I learned everything i know so far by bugging those nice people in the forums
