What do I have?? Its really weird?

I went swimming on Wednesday and i got a small sun burn, and today i went out for about 2 hours today and now on my arms and legs i have red small dots all over them?
Do I have sun poisoning or what? I don't think its a sun burn cause it itches and it is red dots.
Also there are white blister type things on my sun burn?
 
I don't know much about sun poisoning, but the blisters make it sound like you at least have second degree sunburn.
