I was driving at least 15 mph when I went over this gravel speed bump that the road construction made since they are putting phone lines under ground. It messed up the right side of my front bumper by tearing it up some. I need to get it fixed and I just got my car back two days ago from getting a body kit and paint job so do I have to pay or does the construction company? And they didn't put a detour sign nor I couldve not had been speeding since they had a yield right before it
