what did the military do before don't ask, don't tell?

and what exactly is happening with it now? apparently it seems it is not lifted, just harder to remove soldiers who are openly gay. so now apparently in order for someone who is gay to be removed, someone higher up in the chain of command has to personally go through a judge who is part of the obama administration- meaning nearly impossible for someone to be removed i guess. so, what was the policy before DADT, and am i correct in what is being done currently?
and are you allowed to join now, say, if you are a guy and dress in all pink camo with a severe gay lisp and talk to a recruiter like a really feminine guy?
and is sodomy or any other sex acts on base still illegal in the military?
