My friend and I were pulled over while driving. We stopped and the officer asked us to step out. She asked to search the vehicle and we allowed her too. Before she started searching, she handcuffed us and said we were being detained while she searched. It felt a little unneccesary to handcuff two 16 year old girls while she searched. How does an officer decide who and when to handcuff?
