Depends on where you live. Call your city/town office to find out. Some cities operate their garbage/recycling program (public works department). Some have two separate and opt to run garbage collection themselves and have recycling pickup handle by private contracting companies or vice versa. If you live in apartment complex, they may have their separate arrangement different from the city.
