What defines retail commission fraud in terms of a sale?

I often hear the phrase commission fraud thrown around when sales associates act as if they know anything about the law. yet when i look for retail commssion laws and guidlines i dont seem to see any. So what exactly is this unicorn of commission fraud mean? what defines it? If a customer comes in buys an item from one associate... but later wants a price adjustment when it goes on sale or wants a different size.. is the person who helps them with the new size or adjustment of price entitled to the sale now or is the original associate still entitled to it.
