What criteria do real special victims units (or the equivalent) use to

determine what they should investigate? I know that Law and Order SVU rocks, but how many times can people ask if there is a real part of the police such as SVU! That's all I found when I searched for something like this question. Sorry for complaining...
How do the real Special Victims Units or their equivalents (sometimes they aren't called exactly that name) decide what cases to take on? Is there a certain criteria? I can only guess from what I see on the show (and that's a show after all). Also, how do they prioritize? Unfortunately I doubt there is enough man power to investigate every single sexual crime. It'd be great to get some good - factual answers on this question or a suggestion of where I can look. Thanks.
