What counts as a periodical?

Like, if I get an article off Time's website does it still count as a periodical, or not? Does it only count IN a magazine? If I got into Macleans' archives to find something does it count as a periodical?
I just need to find an article from a periodical for a project, and I'm finding better articles online, so I just want to know if it counts or not.
