What could make a 89 Mercury Sable lose power?

I have a 1989 Mercury Sable and when it goes over 50 miles per hour it seem like there is no gas getting to the engine i would have the pedal to the floor but the car does not go then when it drops to under 45 miles per hour it goes. Could it possibly be the fuel pressure regulator. I did have a new fuel pump installed and the pump is running.
