What could be wrong and how to fix an overheating Chevy Impala?

I'm not sure on the year, but I think it's a 2001. We've encountered a very specific overheating problem lately. We flushed the radiator, and supposably that's fine. We added Dex-cool in the right dilution. We have no reason to belive the water pump is out. When we drive the car on the road the car overheats when you have to stop and idle a lot. It has gotten to the point where the radiator fluid is literally boiling over in the leakage area. Then we discovered the cooling fans in the front that are side by side are not switching on when the car is running. My mother changed the fuse although I don't know much about that, and then she said it blew on the way home. So we think there's a short. What exactly is wrong and what can we do to fix it? About how much would it cost to fix it? Please help, two confused women and a car.
