What could be causing a chevy express van to take almost 30 seconds to finally...

...turn over? I have an 01 chevy express 2500 work van. Recently replaced distributor cap, rotor, plugs and wires, because Distributor cap blew up and would not start at all. They said they fixed the timing?? If I have recently had the van running it will crank after 2-4 seconds of turning over but if it sits more than 10 minutes or so, it will require me to hold the key in the cranking position for up to 30 seconds before it finally cranks. Once it does it starts out very slow and rough and sputters a little then it finally gets up to speed. The oil pressure Gauge gets low when this is happening and then corrects itself but usually runs around 20 (40 is the mid point of the Gauge range) which seems low. Once it finally starts I smell a warm/burning oil smell coming out of the ac vents. I have recently had the oil changed and the fuel system cleaned (these problems were happening before these maintenance items were completed) I have checked the oil and it is full and I did not notice any water on the dipstick. It was suggested that my radiator and transmission need flushing but as far as I understand vehicles these wouldn't keep it from starting. Lastly I thought it may be the fuel pump and it was suggested to me but I would think that if it was a fuel pump issue it would not start at all. Any thoughts or suggestions would be greatly appreciated. Help!!
