I had never heard of Norco, so I looked them up. They sell quality bikes and are way out of your price range.You won't find them at your local Walmart.
Schwinn used to be the all American kids bike. But years ago was sold to a Chinese company.Schwinn still does make some quality bikes. But they don't come cheap.
I'd go to a local bike shop and see what they have in your price range. You should be able to get a entry level mountain bike for $350.
I'd stay away from Walmart bikes though. They're junk.
