what cold water fish should i put in a 35 litre tank?

im going to be getting an elite style 35 it has a filter and a light and might get air for it its the only size tank that i can get and i was wondering what cold water fish i can get for the tank that will be compatible together do i have any other options other than goldfish, i was thinking of danios or something im open to suggestions
 
Actually, golds are not an option. They need at least 75 liters to begin with.
White cloud minnows and there are also goldens ones, I believe. If the room isn't very cold, a hardy guppy strain might do, but stay away from any real fancy types. I never kept danios without a heater.
