i think you are mixing up everything and anything. if there's someone you call heirs to roman empire is italy cause rome is the capital of italy.
but what you want to emphasize is influence of roman empire, then you got the following considering asia too although romans never get there. in fact roman empire influenced mainly europe and vicinity even greece and neighbouring. but because of orderly manners they introduce everywhere they go people of the country followed the example. and today with the modern society if you observe people lives today some characteristics done by the romans
