I would say the Inca.
Cortes was able to conquer the Aztecs because most of the Aztec subjects hated them. He took Cuauhnahuac (Cuernavaca) where I live, for example, without a fight.
Pizarro on the other hand was able to conquer the Inca because they were weakened by civil war, and because of treachery.
