What causes this engine code po442 on my 98 dodge neon?

i haven't drove the car in over a year. when i took it out today it din't go faster than 40 mph and not over 3500 rpm with the gas petal to the floor. shifted gears fine. the engine code that came up was PO442 EVAP
anyone know what things could cause this other than a gas cap?
