What causes my wheels to wander!!?

on my 02 mustang gt, I always had this weird feeling in the steering wheel. the two ball joints are new and tight, and I just replaced the rack and pinion in it. It's still there. The knuckle is even good. Where is this play coming from? It drives straight, but on bumps or un even roads it pulls car! car has 170,000
