what causes a 2 cycle engine to afterfire?

it a what causes a 2 cycle engine to after-fire? its a Tecumseh hsk600 in a mtd snow-blower it runs great most of the time, sometimes it after-fires thew the exhaust. is it a governor problem or a float problem
