0.03 blood in urine is also called Haematuria. Haematuria can be caused by overdoing your normal exercise routine or it may indicate some serious problem. Some other possible causes of haematuria are:
• Accident (trauma) and excessive exercise can cause bruised kidneys or bladder damage.
• Cysts
• Testicular Disorder
• Cancer (bladder, kidney, prostrate)
• Kidney Stones
 
What was the urine test for? If it was because you are sick, it could be from that. It all depends on the context and your symptoms
 
I used to have blood in my urine all of the time, not cancer. But it never hurts having your bladder biopsied to make sure it's not cancer. For me it was chronic inflammation, UTI's (caused microscopic blood at large amounts), and kidney stones (caused visible blood)
