standard? I say lotus elise hands down but local chavs say toyota starlet turbo chav edition.

Toyota actually make both of the engines in those cars. If you are talking straight line racing, or acceleration - The starlet turbo would win. Especially if it were the AWD version. And I assume "all chav'd up" includes power modifications.
A few things you did not specify that could change the outcome of the race:
A lotus elise only makes 128 horsepower. Maybe you were talking about the more powerful 111R, or an exige. Those cars are quite a bit faster than the baseline elise.
On a circuit course with tight turns, the starlet would have a hard time beating the elise due to the elise having the capability for a much faster exit speed through the corners. It would have a higher average speed for the race. Even though the starlet accelerates faster.

They Have Faster Acceleration, Better Top End And Wont Blow Up!!! Elise's Are Built For Speed/Power/Handling. A Starlet Turbo ISN'T Tuned For Power. Its A Weedy Car Made Faster. A Elise Is A Car That's Purposely Made Fast!!!
Just A Little Edit: I've Read In Answers That Chavved Up Means All Kitted Out. But Most of The Chavs With Cars Where I Live, Spend Hundreds If Not Thousands Of £££'s Making It Look Good, But Actually It Goes Slow!!!! Mainly Due To The Extra Weight Added.
Elises' Handle Much Better And Are Lighter And So For That Reason, Elise Is The Winner!!!

In a straight line it's probably going to be the starlet, especially if it has been properly kitted out. However, introduce a few corners into the mix then the Lotus will be the quicker car as it is far more nimble & will not understeer like the starlet will at speed.
