What you are going to want to do is search for free Digital Scrapbooks. I have several that I visit. DigitalScrapbookPages.com, DigitalScrapbookPlace.com, and FreeDigitalScrapbooking.com are my top three places to go.
I would recommend signing up for their newsletters, once you do this you will be able to get a free kit, on Pages you can download a free item every day. (A specific artist is chosen and gives you pieces of a kit every day for X days...)
On Freedigital you can download a lot of free stuff.
I have all my scrapbook stuff saved on my desktop and when I want to use it I just go through the papers, pick my color, then head over to my embellishment folder and pick what goes on the page (frames, flowers, ribbons...) I have all of these items in their own folders as well. If I want a flower I just go to that folder and pick which looks best. The only downfall to this is that then you don't have the stuff that came together saved together... but it isn't too bad, because most stuff mixes well.
REMINDER!!! Always Save As a new file... you do not want to save over your background (paper) and such... you will lose your paper if you do that! And save as both PSD and JPEG (so you can change & print) So many times I have seen people fail on this!
