What can php really do to make a website good?

Ok, simple questions,

1) What are the wonders of php?

2)Is it the best server-sided scripting on the web?

3)Can I make a website template, and then code the php later?

4)Can I use php to make guestbooks? (y'know, comment sections, forums, etc...)

5) Registration,login,and users? (mysql has something to do with it I hear...

I need these answered asap! Thanks~
