What can i do to make my honda ruckus not hesitate?

Every time i give my Honda ruckus gas it seems to hesitate quite a bit. i've replaced the spark plug, cleaned the Carb and i still cant find the problem. could it be my gas im using? i've also taken it into our local Honda shop and they cant find any problems either. what should i do?
