what can i do if dealership wont hand over car title?

my husband and i bought a salvaged car from dealership he told us car title would be mailed to us in about a month or two and now its been almost a year and everytime we call they dont remember selling us the car but for 400 dollars they can get us the title. We went to the dmv to the investigators and the lady upfront told me and my husband she knows them and they always bring them food and its been 2 weeks and investigator wont return our calls or answer us. how can we get our car title? i llive in tx
