What can I do at the gym to make my thighs not touch and to tone my stomach?

I just started working out at the gym and I only work out for an hour. I'm in good shape and I'm petite, however, the inside of my thigh touches a little bit like this: )(
Also, I'm fairly small but I would love to just tone up the little baby fat I have. I don't want want abs though.
I'm 4'11" and 17 years old. I weight about 112 pounds and I can't go on the trend mill. Any advice?
FYI: I can't go on the trendmill because I fractured my ankle and it never healed correctly. Running adds too much force to it which causes it to swell. (Some people are so rude)
