what can cause the timing in my 96 buick century to be set back 19 degrees?

my buick century is a 3.1 fuel injected engine with a distributorless ignition system(uses coils). when i plugged in my scantool the ignition timing is set back 19 degrees. what components can cause that?
the timing is retarted by 19 degrees at idle
my scantool says -19.0 degrees
what is total advance
