What bike size is appropriate for a 4'11 female?

I want to buy my aunt a bike for xmas, but given her short height I don't know what size bike to get since the standard 26" may be too big. What should I look for to find a good size bike for her? I don't want to get her a girls bike, she is 40 years old. Thanks
