what bait should i use?

I have been going fishing for 2 years now and i never seem to catch anything can someone please tell me what bait or lure i should use, how much bait i should use and what setup of line i should use? i live on the west coast of the UK i will be going pier fishing and it is about 1 or 2 degrees Celsius, i will be fishing at 10am, high tide is at 11am. Also if theres any tips for pier fishing that you know please tell me. thanks
