What author described hell as a boring white room?

I read a book a while ago where there was a statement describing hell. To paraphrase it was described as a white, or nearly off white room with no contrast. The lighting was bland and didn't vary during the day. It was just white, institutional and straining.

I could have sworn it was Fydor Dostoyevsky, but I couldn't find it. Maybe it was Salvador Dali...

I really want to include a reference to it in the employee happiness survey that I'm filling out, but I don't want to get the literary reference wrong.
