what are white bumps along the rim of the head of a penis?

i was talking to this guys and he showed me his penis and i looked at it there was nothing there, it looked normal. He thought he was about to get lucky so he put on a condom, and when i turned him down he took it off i looked again and there were tiny white bumps along the rim of the head of his penis...
my skin crawls (-_-;) it's so nasty
what could it be?...
help please.
