They actually dont do anything and are strictly left-overs from the molding process used to create the tire's rubber casing. Some people trim them off & some people could care less and just let 'em wear off as the tire is used. You're fine either way.
Oh, and I believe the technical term for them is "little rubber thingies"... lol.

do you mean thosebits on the tyre? they're just leftover from when the tyre was moulded i think

that is leftover from the injection molding process when the tires were made. they serve no purpose now and will wear off with use.
