Here's the thing about both of those - you need a PhD to do anything in the field or find a job, but majoring in them doesn't always qualify you to get into a PhD program for them. Marine bio students should be majoring in bio, and astronomy students should be majoring in physics. Bio and physics as essential for grad school in marine bio and astronomy, and marine bio and astronomy as majors usually don't include enough bio or physics to prepare you, strange as it sounds. So for a bio or physics major, you could go pretty much anywhere. Penn State would be a great option.
